An aeroplane is placed by the clock: the moment the collector first saw somebody in the state they are in, and the published flight time for that country scaled to whichever aeroplane Torn is drawing them on. Hovering somebody on their way home shows what the standings think they came back with, which is the same estimate the Ledger is built from and no more certain here than it is there. Only people out of Torn are on the map, so there is no list of who is at home.
